The message concerning George Rogge's pollution tax idea is correct. Further, the idea of such a tax has been proposed repeatedly in various locations around the U.S. and in Europe, especially since the early 1970s. Although it has had very limited success, support for a carbon tax is now growing. Seems more likely to be approved nationally because individual states are afraid that such a tax would cause corporations to avoid locating or even to move from a state that adopted such an approach. Interestingly, however, in the face of Bush administration laxity a number of states have become more aggressive in adopting stricter environmental standards, as allowed under certain federal laws, and in challenging USEPA failures to enforce environmental laws. This seems to be the result of growing recognition that high environmental quality is linked to strong economies, as shown by a number of studies and analysis. But corporations would still rather cope with uniform federal regulations than different requirements in different states.
